Nevada Launches 'Keys to the Missing Middle' Homeownership Program
Nevada Rural Housing Authority and the Nevada Housing Coalition have launched Keys to the Missing Middle, a statewide homeownership education program designed to help middle-income families navigate the path to buying a home.
What the Program Offers
The initiative combines education with financial assistance:
- Free homeownership workshops covering budgeting, credit building, mortgage readiness, and the home buying process
- Down payment assistance up to $20,000 through Nevada Rural Housing's Home At Last program
- The Launchpad Loan Program — a specialized lending product that has already surpassed $25 million in total lending volume
- One-on-one counseling with HUD-approved housing counselors
Who Is the "Missing Middle"?
The program targets households earning between 80% and 120% of Area Median Income — families who earn too much to qualify for most low-income housing programs but not enough to comfortably afford market-rate homes in Nevada's current market.
In Las Vegas, a household now needs approximately $111,088 in annual income to afford a median-priced home — up from roughly $42,000 just a decade ago. That gap has pushed homeownership out of reach for teachers, nurses, first responders, and other essential workers.

Nevada Housing Division Funding

The Southern Nevada Home Builders Association has also formed a new Political Action Committee (PAC) to advocate for policies that reduce construction costs and streamline permitting — recognizing that supply-side solutions are essential to improving affordability.
